Rivers State Governor, Siminalayi Fubara, has launched the Contributory Health Insurance Protection Programme (CHIPP) to address healthcare inequality and provide financial protection against medical costs.
Governor Fubara emphasized the importance of equitable access to quality healthcare for all citizens during the inauguration of the Comprehensive Primary Health Centre in Ndoni Town, Ogba/Egbema/Ndoni Local Government Area.
In a statement released on Monday, Fubara’s Chief Press Secretary, Nelson Chukuwdi, stated that the initiative aims to eliminate discrimination and ensure diligent management of the healthcare scheme.
Acting Executive Secretary, Dr. Vetty Agala, revealed plans to enroll residents from all 317 political wards across the state, reiterating its accessibility to everyone including those living with disability.
“Rivers people can now, indeed, access healthcare without having to pay at the point of service.
“At all of our programmes, women, people living with disability, the aged and children under five years can walk into this centre or where they are registered, show their cards and be attended to free of charge,” she said.

Although the CHIPP Bill was signed into law in 2021, its implementation was delayed until now, under Governor Fubara’s administration, reflecting the administration’s commitment to improving the health outcomes of Rivers State residents.
